# First Responder Assessment

First responder fitness and competency evaluation for paramedics,
EMTs, and first aiders — covering physical fitness, clinical skills,
equipment competency, and psychological readiness.

## Scoring

**Instrument:** First Responder Competency Framework — competency
levels Not Competent (1), Developing (2), Competent (3), Expert (4).

**Overall fitness decisions:** Fit for duty (no restrictions); Fit with
restrictions (some limitations, remedial actions required); Temporarily
unfit (significant gaps, re-assessment required within a defined
period); Permanently unfit (unable to meet minimum competency
requirements).

## What it covers

Demographics; role and qualifications; physical fitness assessment;
clinical skills competency; equipment and vehicle competency;
communication skills; psychological readiness; occupational health; CPD
and training record; and the overall fitness decision.

## Common pitfalls

- **Treating clinical skills competency as static after initial
  certification** — skills decay without practice; periodic
  re-assessment (not just initial certification) is the point of an
  ongoing competency framework.
- **Underweighting psychological readiness** — first responder work
  carries real risk of cumulative trauma exposure; skipping this section
  misses a factor that affects both individual wellbeing and duty
  fitness.
- **Applying "Fit with restrictions" without a clear remediation
  timeline** — restrictions without a defined path back to full fitness
  (and a re-assessment date) tend to become open-ended rather than
  genuinely temporary.
